BIOGRAPHY:
Nancy Blacker retired from the U.S. Army as a Colonel in 2023 after over 30 years
of service. She currently serves as the Cyber Strategy Department Chair and Associate
Professor at the National Defense University’s College of Information and Cyberspace.
Nancy initially branched into Field Artillery before transitioning to an Army Strategist
role. She has held assignments at the Division level (25th Infantry Division), two
Combatant Commands (Pacific Command, now Indo-Pacific Command, and Special Operations
Command), and in the Pentagon. In the Pentagon, she worked in the Office of the Secretary
of Defense (OSD) for Policy in various roles, including Strategy, Plans, and Capabilities
for Europe/NATO and the Middle East office.
With nearly 20 years of joint military experience, Nancy also served as a RAND fellow and deployed to Iraq. She holds a Juris Doctor (J.D.) and a Bachelor of Arts in Geography/Urban Planning from the University of Kentucky.
